 Inspired by real world counter-insurgency tactics as seen in Afghanistan, insurgents recruit fighters from the populace to fight for control over the region. The less you are able to address the concerns of your citizens, the more disgruntled they are, and the more likely they will be to join the insurgents. If you are unable to defend a place from insurgent invasion, it will fall into their hands and they will use their control over that zone to rile up hatred and distrust against you. Cities are particularly important as they contain large chunks of your region's population. Insurgents will use anything they can to spin around in a narrative against you, so you must make sure to address the population's needs as much as possible and protect them from harm. If they think that you can't stabilize the region, they will join the insurgents.
