S3-Repeat Warn

The S3-Repeat Warn is the signal used to communicate that a problem is escalating, which each iteration adding emphasis and escalating severity &/ urgency. Both the Notice and the first Warning are casual and don't necessarily imply a conversation. However, a Repeated Warning is about the time where some kind of conversation or reaction is expected to avoid future damage. It is now that we should really have a discussion about what's going on, why is it happening, why do we keep doing it that way?
While nothing bad has happened quite yet, this course will not be able to continue indefinitely.
